Job Responsibilities

- receives and records operational information on the condition of link facilities (station equipment, line-cable structures, power supply equipment, batteries, diesel generator and climate-control equipment, compressor and signaling equipment, fire and security alarm systems), as well as information about telephone failures, government communications, and faults in direct communication lines;

- performs operational control over planned and unscheduled repair and adjustment works;

- promptly notifies management, in accordance with the notification scheme, about major damage, accidents, and emergency situations at the link;

- promptly provides management and the branch dispatch department with information on the operation of the telephone network. Maintains the database on the condition of the network;

- informs management about measures taken in response to emergency situations;

- receives, registers, delivers to executors, and monitors the execution of assignments, telephone messages, and operational instructions issued by management;

- notifies the link technical supervision engineer when external organizations carry out restoration and excavation works at the link’s cable facilities;

- supervises the preparation by information technology service employees of selector equipment for transfer to a selector conference.

Required Skills and Qualifications

- specialist with higher technical education;

- knowledge of regulatory documents, instructions, and guidance materials on record keeping;

- knowledge of the principles of the regional telephone network structure;

- knowledge of the fundamentals of electrical engineering;

- knowledge of connection schemes for various models of telephone sets and other terminal devices, including broadband service equipment, to the subscriber line;

- knowledge of the rules for operating and installing broadband network terminal equipment;

- knowledge of the procedure for maintaining technical documentation;

- knowledge of the rules for performing work in areas located near power transmission lines.
