Born in 1974 in Syrdarya. Russian by nationality.
Higher education: in 1995, he graduated from the Uzbek State Institute of Physical culture, majoring in pedagogy.
He started his career in 1999 as a leading specialist in the organizational and inspection Department Of the Directorate of the unified customer of the Khokimiyat of the Chilanzar district of Tashkent.
In the following years, he worked:
- 2013-2015-Deputy Director for regime and aviation security Of Uzbekistan Airways Technics, national airline Uzbekistan Airways;
- 2015-2019-specialist Of the center for information security and assistance in ensuring public order;
- 2019-present-Deputy General Director for information security, regime and personnel of Uzbektelecom joint-stock company.
