Mobile Network Quality and Monitoring Service,  Mobile Services Quality Control Sector

 

Job responsibilities:

- Performs monitoring and analysis of key mobile network performance indicators (KPIs) at various levels, including the overall network, region, cluster, base station, sector, and cell; identifies the root causes of KPI degradation and prepares recommendations for performance improvement.

- Analyzes radio network statistical data to identify issues related to network accessibility, connection establishment and retention, as well as the quality of voice and packet-switched services (Accessibility, Retainability, Mobility, Integrity).

- Performs analysis of GSM/UMTS/LTE radio network parameters, including coverage assessment, identification of insufficient coverage areas, and detection of zones affected by radio interference.

- Conducts analysis of mobile network faults, outages, and service degradation, and evaluates their impact on the quality of services provided to subscribers.

- Prepares technical reports, analytical materials, and recommendations aimed at improving mobile network quality based on the results of KPI monitoring and analysis.

- Works with network management and monitoring systems (iMaster, UME, NetEco, U2000, etc.) for mobile network analysis, including the collection, processing, and analysis of network statistical data.

- Participates in GSM/UMTS/LTE radio network expansion, modernization, and optimization activities.

- Possesses thorough knowledge of the architecture, structure, operating principles, and key functions of GBTS, NodeB, and eNodeB base stations, as well as BSC and RNC radio network controllers.

- Controls the availability, condition, and safekeeping of production documentation and ensures the timeliness and accuracy of primary accounting and reporting data.

- Acquires proficiency in newly commissioned equipment.

- Performs technical inspections and parameter measurements of the assigned equipment.

- Troubleshoots faults and failures of the assigned equipment and investigates their root causes.

- Participates in activities aimed at improving labor organization, increasing productivity, reducing operational costs, and expanding services to enhance revenue generation.

- Continuously improves professional qualifications by participating in training sessions, occupational health and safety briefings, instruction on the use of personal and collective protective equipment, first aid training, and emergency response procedures; undergoes civil defense training and participates in related activities.

- Maintains technical and reporting documentation.

 

Required skills and qualifications:

– A specialist with higher technical education is appointed; no work experience requirements are specified.

– Rules for organizing technical maintenance and troubleshooting of technical equipment within the assigned area of specialization;

– Fundamentals of mobile communication networks, architecture, and structure of GSM, UMTS, and LTE technologies;

– Fundamentals of working with radio network management and monitoring systems (iMaster RAN, UME, U2000, PRS, etc.), including collection, processing, visualization, and analysis of large volumes of statistical data;

– Excellent professional-level proficiency in the Microsoft Office package: confident use of Excel (including pivot tables and complex formulas), Word (preparation of structured technical reports), PowerPoint (creation of high-quality presentations for management and technical committees), and Outlook (effective management of business correspondence);

– Rules and instructions for the technical operation of maintained equipment;

– Technological processes of technical maintenance of communication equipment, devices, and systems, as well as schemes for organization and construction of communication networks;

– Methods for configuring assigned equipment and measuring its parameters;

– Basic rules, instructions, and regulatory documents for equipment and device inventory management, as well as preparation and maintenance of technical documentation.

 

Working conditions:

– Official employment under an employment contract.

- Working week: 5 days (Monday-Friday), day off – Saturday, Sunday.

- Working hours: Monday-Friday from 09:00 to 18:00 (with a lunch break).

- Vacation and other social guarantees in accordance with the Labor Code.

- Work activities may require travel or on-site inspection of the facility.
