Job responsibilities:
- Processing telegrams of all types and categories on PEHM equipment and telegraph apparatus.
- Ensuring timely processing of telegrams at assigned MSC workstations.
- Performing telegram perforation on telegraph apparatus (using the mechanical rewind button function for perforated tape) and reading perforated tape.
- Monitoring and controlling the quality of telegram processing at MSC workstations, and identifying the causes of defects (complaints).
- Receiving telegrams from senders using the route index list of the public telegraph network.
- Receiving and transmitting telegrams via the AT network.
- Receiving and transmitting telegrams by telephone from residential area subscribers on behalf of institutions and organisations, in compliance with telephone telegraph service rules.
- Ensuring telephone reception and transmission of telegrams for AT subscribers in the event of equipment malfunction or telegraph communication failure at a remote point.
- Indexing telegrams and processing unindexed telegrams arriving at the workstation.
- Receiving and processing international telegrams, schematic telegrams and cryptograms.
- Receiving and processing out-of-turn, out-of-category and urgent telegrams.
- Receiving and processing "Supreme Government" and "Government" telegrams.
- Accessing archive and journal records, retrieving information from the message processing workstation and MSC archive, and carrying out further processing.
- Conducting reference information exchanges and official correspondence with message switching centres, adjacent bundles, subscribers and remote points.
- Submitting data requests to the automatic control and information service at the MSC, in compliance with the service request telegram format.
- Maintaining accurate and timely records of telegraph services rendered, as indicated in telegraph reporting documents.
- Carrying out operational monitoring of MSC and channel switching station equipment during duty shifts using signalling and monitoring tools.
- Improving professional qualifications, completing occupational safety briefings, undergoing relevant civil defence training and participating in civil defence activities.
Required skills and qualifications:
- A specialist with secondary vocational education is appointed, with no work experience requirements.
- Telegraph rules, instructions and guidelines relating to telegram processing procedures;
- Instructions for operating remote telegraph equipment installed at the workstation;
- Basic operating rules for PEHM equipment and telegraph apparatus;
- The operation and working procedures of message switching stations, subscriber telegraphy and automatic telegraphy with tape disconnection communication systems;
- Tariffs for telegraph communication services;
- Procedures and control deadlines for telegram processing at all stages of transit;
- Procedures for using the "Communication" telegraph code and international service codes;
- Uzbek language spelling and the transliteration of Cyrillic letters into Latin script;
- Telegram routing and routing schemes;
- The names of countries in Russian and French;
- The administrative and territorial divisions of the Republic of Uzbekistan and CIS countries;
- Labour protection, occupational safety rules and standards;
- Quality policy and objectives;
- The use of personal and collective protective equipment and their correct application.
- 1st category telegraph operator must be a proficient user of MS Office software (Word, Excel, PowerPoint).
- Knowledge of Russian is desirable.
Working conditions:
- Official employment under a formal labour contract.
- Working week: 5 days (Monday–Friday), days off — Saturday and Sunday.
- Working hours: 08:00 to 17:00, Monday through Friday, with a lunch break.
- Annual leave and other social guarantees in accordance with the Labour Code.
