Chief specialist (budget planning)

Budget planning service

 

Job responsibilities:

–         Participates in organizing the preparation of the business plan, taking into account the development prospects of the Branch.

–         Participates in collecting the initial data required for the preparation of the business plan for the planned period.

–         Coordinates and cooperates with structural units on matters related to budget planning.

–         Regularly monitors the implementation of approved budget indicators.

–         Analyzes each deviation from the planned results, identifies the causes of such deviations, and prepares analytical reports thereon.

–         Monitors expenditure results based on accounting data.

–         Analyzes financial information regarding the status of accounts receivable.

–         Participates in the development of the cash flow plan and other financial plans.

–         Develops proposals aimed at ensuring the efficient use of financial resources and optimizing expenditures.

–         Collects information on the payroll fund and the fulfillment of quarterly expenditure indicators. Monitors and analyzes changes in the indicators of the business plan.

–         Collects information from structural units and the accounting system. Prepares quarterly and annual statistical reports.

–         Calculates the cost of new telecommunications services being introduced at the Branch.

–         Ensures that documents related to his/her area of responsibility are maintained and retained in accordance with the established procedure.

–         Organizes and ensures that the workplace is maintained in compliance with the requirements of occupational health and safety, occupational hygiene, safety rules, standards, instructions, and guidelines;

–         Receives occupational health and safety briefings and undergoes training and professional development on occupational health and safety matters;

–         Immediately notifies the Employer or his/her immediate supervisor of any situation that poses a direct threat to the life and health of people, as well as of any accident occurring in the course of work or in connection with the performance of work duties;

–         Complies with written instructions issued by occupational health and safety personnel that are mandatory for employees, as well as orders of the Head of the Organization; ensures the implementation of approved measures and takes into consideration proposals submitted by representatives of trade unions and other representative bodies of employees on occupational health and safety matters.

 

Required skills and qualifications:

–         A specialist with a higher education degree in economics and at least three years of work experience as a leading economist is appointed to the position of chief specialist, or, by way of exception, a higher education institution graduate who has successfully passed the competitive selection process is appointed.

–         Knowledge of regulatory documents and methodological materials related to the economic activities of the enterprise;

–         Knowledge of the development prospects of the industry, as well as the strategic directions and development prospects of the enterprise;

–         Knowledge of the organization of the enterprise’s production and economic activities and the procedure for developing long-term plans;

–         Knowledge of the procedure for developing a business plan;

–         Knowledge of the system of economic indicators of the Branch;

–         Knowledge of the organization and preparation of statistical reports;

–         Knowledge of methods for conducting economic analysis of the production and economic performance indicators of the Branch and its structural units;

–         Knowledge of methods for determining the economic efficiency of introducing new equipment and technologies, measures to enhance the competitiveness of products, and approaches to improving management and work organization;

–         Knowledge of the policy and objectives in the field of quality;

–         Knowledge of the use of personal and collective protective equipment and the ability to use such equipment properly;

–         Practical working experience with MS Office software (Word, Excel, PowerPoint) at a proficient user level;

–         Knowledge of the rules for providing first aid to injured persons in the event of accidents and possession of the practical skills required to provide such assistance.

–         Knowledge of Russian and English is desirable.

 

Working conditions:

–         Official employment under an employment contract.

–         Working week: 5 days (Monday-Friday), day off – Saturday, Sunday.

–         Working hours: Monday-Friday from 09:00 to 18:00 (with a lunch break).

–         Vacation and other social guarantees in accordance with the Labor Code.

–         Work activities may require travel or on-site inspection of the facility.
