“Humans” LLC, as a virtual operator, continues to earn income using the mobile network of JSC “Uzbektelecom”, while delaying the payment of its expenses.

 

Some media outlets have circulated information claiming that “Humans” LLC (hereinafter – Humans) is allegedly seeking compensation for damages caused by certain government agencies. Earlier, it was also reported through the media that Humans, following a warning from JSC “Uzbektelecom” about possible disconnection from the network due to unpaid debts, filed a complaint with the Competition Committee.

 

What actually happened?

Firstly, unlike other mobile operators, the virtual operator Humans did not invest in creating its own network. Therefore, since 2020, it has been providing mobile communication services based on a contract using the mobile network of JSC “Uzbektelecom”.

 

Secondly, some media are spreading biased information alleging that JSC “Uzbektelecom” is putting pressure on Humans by abusing its dominant (monopolistic) position in the market. In reality: Humans can provide its services under contracts with other mobile operators such as Ucell, Beeline, and Mobi.uz, in addition to JSC “Uzbektelecom”, which has its own infrastructure. Nowhere in the legislation is it stated that only JSC “Uzbektelecom” must be used for mobile infrastructure.

 

Thirdly, JSC “Uzbektelecom” has been carrying out important efforts to make internet services in Uzbekistan more affordable and accessible to the population. As a result, due to the expansion of international internet channel capacity, the cost of 1 Mbit/s internet for operators and providers has been reduced 40 times from 2017 to 2024.

 

Fourthly, Humans has been systematically violating its contractual obligations over a long period by failing to pay a large amount of debt for the services rendered. JSC “Uzbektelecom” continued to provide services to ensure that consumer rights were not violated and that consumers — whether they used Humans or other operators — received services equal to what they paid for.

 

Therefore, JSC “Uzbektelecom” was forced to file a claim with the appropriate court to recover the existing debt and minimize future losses. On May 8 of this year, the economic court of Tashkent city issued a ruling on the claim of JSC “Uzbektelecom” against the company Humans regarding debt for services rendered.

 

If in the future, information that misleads the public, regulators, and business partners and does not reflect the truth is disseminated, JSC “Uzbektelecom” reserves the right to go to court to protect its business reputation.

 

JSC “Uzbektelecom” confirms its commitment to the principles of transparency, fair competition, and compliance with current legislation. The company is open to constructive dialogue with any market participant, including the company Humans, provided they fulfill their obligations in good faith.
